NTN cost is one of the most misunderstood topics in Pakistani tax, largely because a small industry exists around charging people for something the FBR portal does for nothing. Understanding what is genuinely free, what genuinely costs money, and what merely takes time will save most individuals the fee entirely.
Individuals: free and usually same-day
For a salaried person, freelancer or sole proprietor registering in a personal capacity:
- Government fee: none for the registration itself through IRIS.
- Your NTN is your CNIC number. No separate number is issued.
- Timeline: typically same-day, provided mobile and email verification succeed on the first attempt.
- What you need: valid CNIC, a mobile registered in your own name, a personal email, address and income source details.
If someone quotes you a price to "get your NTN made" as an individual, what you are buying is form-filling, not a government fee. That may be worth it if you find the portal difficult, but you should know that is what you are paying for. The full walkthrough is in our IRIS registration guide.
Sole proprietors and businesses
A sole proprietor registering a business adds requirements rather than a registration fee:
| Requirement | Cost implication |
|---|---|
| Business name and activity details | None |
| Proof of business premises | Tenancy agreement, which may involve stamp duty and registration |
| Utility bill for the premises | None if you already hold one |
| Business bank account | Bank charges, not FBR charges |
| Letterhead and business documentation | Minor |
The premises requirement is what most often delays a business registration, because a properly documented tenancy takes time to put in place. Timeline is therefore driven by document readiness rather than by FBR processing.
Companies and AOPs
For a company, FBR registration follows incorporation and is one step in a longer chain:
- Incorporate with SECP, which has its own fee schedule - see how long SECP registration takes.
- Register the company with FBR for income tax.
- Open a bank account in the company's name.
- Register for sales tax if the business requires it.
- Register directors individually if they are not already registered.
The FBR registration step itself is not where the cost sits. Incorporation fees, professional fees and any sales tax registration requirements are the substantive items. Confirm the current SECP and FBR schedules directly rather than relying on published figures, since both are revised.
What you might legitimately pay for
- Professional fees for someone to complete registration and set up your profile correctly.
- Company incorporation fees payable to SECP, which are real and published.
- Tenancy documentation including stamp duty and registration where a premises document is required.
- Sales tax registration requirements where applicable.
- Ongoing filing services, which are a separate service from registration.
All of these are legitimate. What is not legitimate is a charge presented as a government fee for individual NTN registration, or a payment intended to speed up processing.
Realistic timelines
| Registration type | Typical driver of time | Realistic expectation |
|---|---|---|
| Salaried individual | Mobile and email verification | Same day |
| Freelancer | Same, plus income source details | Same day |
| Sole proprietor with premises | Assembling premises documentation | Days, driven by your paperwork |
| Company | SECP incorporation first | Longer, and sequential |
| Any registration with a NADRA mismatch | Correcting the CNIC record first | Depends entirely on the NADRA correction |
The single biggest cause of delay is a mobile number not registered in the applicant's own name. It is also the easiest to fix in advance. Sort the SIM out before you begin and most individual registrations complete in one sitting.
The cost that actually matters comes later
Registration is cheap or free. The financial consequence sits in what you do afterwards.
- Not filing after registering leaves you off the Active Taxpayers List, so you continue paying non-filer withholding rates on banking, property and vehicle transactions.
- Late filing attracts penalties and default surcharge - see penalties and surcharge.
- Ignoring notices leads to best-judgement assessments - see responding to FBR notices.
Put differently: the registration is free, and the expensive part is treating registration as the end of the exercise rather than the beginning. Check your figure with the salary tax calculator and file.
Sales tax registration is a separate cost
Businesses frequently conflate NTN registration with sales tax registration. They are different registrations with different triggers and different consequences, and the second one carries real ongoing cost.
| Income tax registration (NTN) | Sales tax registration (STRN) | |
|---|---|---|
| Who needs it | Broadly, anyone with taxable income | Businesses making taxable supplies, subject to thresholds and sector rules |
| Registration cost | None for an individual | Registration itself, plus compliance requirements |
| Ongoing obligation | Annual return | Monthly returns, even in months with no sales |
| Practical burden | Low for a simple case | Materially higher - invoicing, records, monthly filing |
The monthly filing obligation is the item to budget for. A business that registers for sales tax and then fails to file monthly accumulates penalties quickly, even with no sales. Our guide to sales tax registration, rates and returns covers when it becomes mandatory.
Do not register for sales tax speculatively because it sounds more legitimate. Register when the law requires it or a customer genuinely needs you to. The monthly compliance is a real recurring cost that catches out small businesses.
What agents charge for, and whether it is worth it
There is a substantial market in Pakistan for NTN registration services. It is not fraudulent in itself - people are entitled to charge for doing work you could do yourself - but you should understand exactly what you are buying.
| What is charged for | Legitimate? | Worth paying? |
|---|---|---|
| Completing the IRIS registration for you | Yes, it is a service | Only if you find the portal difficult |
| Presented as a government fee for an individual | No - there is none | Refuse |
| Company incorporation with SECP | Yes, real fees plus professional work | Usually yes |
| Setting up the profile and first return | Yes | Often yes for a business |
| Promising to speed up processing | No | Refuse |
Two things to insist on if you do use an agent: the registration must be in your name using your email and mobile, and you must be given the credentials. An NTN obtained through an agent who retains control of the account creates a problem the first time a notice arrives.
Frequently asked questions
How much does NTN registration cost in Pakistan?
For an individual registering through IRIS there is no government registration fee, and your CNIC serves as your NTN. Businesses and companies incur costs for supporting requirements such as premises documentation and, for companies, SECP incorporation fees.
How long does NTN registration take?
For an individual, usually the same day once mobile and email verification succeed. Business and company registrations take longer, driven mainly by assembling documents and, for companies, completing SECP incorporation first.
Is my CNIC the same as my NTN?
For an individual, yes. Your CNIC number serves as your NTN and no separate number is issued.
Should I pay an agent to get my NTN?
You can, but understand you are paying for form-filling rather than a government fee. Individual registration through IRIS is free, so the decision is purely about whether you want help with the process.
Why is my NTN registration delayed?
Most often because the mobile number used is not registered against the applicant's own CNIC, or because particulars do not match NADRA records. Both are fixable before you start.
Does having an NTN mean I am a filer?
No. Registration opens your account; filing the annual return is what puts you on the Active Taxpayers List and gives you filer withholding rates.
