Power of Attorney for Pakistan From the UK: Consulate Process and Documents

How British Pakistanis execute a power of attorney for use in Pakistan: which mission, what to take, and the steps after attestation.

Muhammad August 30, 2026 ~7 min read
Quick answer: Attend the Pakistan High Commission in London or the Consulate General covering your area (Bradford, Manchester or Glasgow have served different regions), with the unsigned power of attorney drafted in Pakistan, your passport and NICOP or CNIC, photographs and proof of address. Sign before the consular officer, then send the attested original to Pakistan for further attestation and, for property, registration.

The UK has one of the largest Pakistani diaspora populations, and consular attestation of powers of attorney is routine work for the missions here. The process is manageable. What causes problems is attending the wrong mission, arriving with a document drafted from an online template, or signing it in advance.

Which mission covers you

Pakistan maintains a High Commission in London and consular posts serving other parts of the UK. Consular jurisdiction is geographic, so the correct mission is the one covering your area of residence rather than the one that is most convenient.

  1. Check the Pakistan High Commission London website for current consular jurisdictions and services.
  2. Confirm whether attestation is by appointment, walk-in or postal.
  3. Check the current fee and accepted payment method.
  4. Confirm whether witnesses must attend with you.

Arrangements change - missions adjust appointment systems, outsource some services, and revise jurisdictions. Confirm directly with the mission shortly before you travel rather than relying on any third-party description, including this one.

The UK route. Drafting in Pakistan first is the step that prevents the whole chain having to be repeated.

What to prepare before you go

ItemNote
The power of attorney, unsignedDrafted in Pakistan by whoever will present it
Pakistani passportOriginal and copies
NICOP or CNICValid; renew first if expired
British passport or BRPIf applicable, for identity
Proof of UK addressUtility bill or bank statement
PhotographsPassport size, per the mission's specification
Attorney's CNIC copyThe person in Pakistan being appointed
WitnessesIf the mission requires them to attend
FeeIn the accepted payment method

Have the draft reviewed in Pakistan first. A document that omits the specific authority the sub-registrar wants will be refused there, and the consular step has to be repeated - see the required clauses.

At the mission

  1. Do not sign in advance. The consular officer must witness your signature.
  2. Present the documents and complete any consular form required.
  3. Sign in the officer's presence, with witnesses if required.
  4. Photographs are affixed and attested.
  5. Pay the fee and obtain a receipt.
  6. Check the attested document before leaving - names, CNIC numbers, the property description and the date.

Read the attested document at the counter. A name spelled differently from your NICOP, or a wrong CNIC digit, means the document will be refused in Pakistan and you will be booking another appointment. It takes two minutes to check and saves weeks.

After attestation: what happens in Pakistan

  1. Courier the original to your lawyer or attorney in Pakistan, tracked. Do not send a scan.
  2. Further attestation in Pakistan, commonly through the Ministry of Foreign Affairs.
  3. Registration with the Sub-Registrar if it concerns immovable property, which requires the attorney to attend and stamp duty and registration fees to be paid.
  4. Keep certified copies before the original goes into use.

The full chain and its timing is set out in our guide to embassy attestation step by step.

Safeguards for UK-based owners

  • Use a special power for the specific transaction, not a general one.
  • Name the property precisely and set a minimum price if it is a sale.
  • Direct proceeds to your own account and prohibit cash.
  • Set an expiry date tied to the transaction.
  • Prohibit delegation.
  • Revoke on completion, and register the revocation.
  • Verify the record afterwards - see checking ownership online.

Overseas owners are the most frequent victims of plot fraud precisely because oversight is difficult from a distance - see plot fraud prevention and recovery.

Alternatives worth considering

A consular power of attorney is not the only option:

  • NADRA's digital power of attorney service, where available for your purpose, may avoid parts of the chain - see the NADRA digital route.
  • Executing in Pakistan during a visit, which removes the consular step entirely. If you travel to Pakistan periodically, doing it in person is simpler.
  • Instructing a lawyer directly for litigation, where a vakalatnama may serve rather than a full power of attorney.

If you visit Pakistan even once a year, consider executing the power there in person. It removes the consular appointment, the courier, and one attestation step - and you can have it registered while you are in the country.

What UK-based Pakistanis most often need one for

PurposeScope to grantWatch for
Selling inherited propertySpecial, naming the property, with price floorAll co-heirs must grant their own powers
Completing a mutationSpecial, limited to revenue proceedingsExclude any power of sale
Managing a let propertyLetting, rent collection, utilitiesExclude sale, gift and mortgage
Defending a court caseFile, appear, engage counsel, receive noticesLimit settlement authority expressly
Family proceedingsSpecial, for the specific matterSee our overseas divorce guide
BankingUsually the bank's own mandateAsk the bank first

The inherited property row catches families out. Where several heirs are abroad, each must execute their own power - one sibling cannot grant authority over another's share. Plan for several parallel attestation chains, not one. See selling inherited property.

Common UK-specific problems

ProblemWhy it happensPrevention
Wrong mission attendedNearest is not always the one with jurisdictionCheck jurisdiction before travelling
NICOP expiredNot used often, so expiry unnoticedCheck validity weeks ahead
Document signed in advanceAssumed it just needed stampingTake it unsigned
Template downloaded onlineLooks official, omits required authorityHave it drafted in Pakistan
Name mismatch with NICOPSpelling variantsCopy the NICOP exactly
No appointment bookedAssumed walk-in serviceConfirm the booking system

The most expensive of these is the online template. It costs nothing at the time, passes consular attestation without difficulty, and is then refused by the sub-registrar in Pakistan - after which the entire chain, including another consular appointment, has to be repeated.

Frequently asked questions

How do I make a Pakistani power of attorney from the UK?

Attend the Pakistan High Commission in London or the consular post covering your area with the unsigned power of attorney drafted in Pakistan, your passport, NICOP or CNIC, photographs and proof of address. Sign before the consular officer, then send the attested original to Pakistan.

Which Pakistani mission in the UK should I use?

The one covering your area of residence, as consular jurisdiction is geographic. Check the High Commission website for current jurisdictions, appointment arrangements and fees before travelling.

Can I sign the document before attending?

No. The consular officer must witness your signature, so take the document unsigned.

What documents do I need to take?

The unsigned power of attorney, Pakistani passport, valid NICOP or CNIC, British passport or BRP if applicable, proof of UK address, photographs to the mission's specification, a copy of the attorney's CNIC, and the fee.

What happens after the High Commission attests it?

Courier the original to Pakistan, have it attested there commonly through the Ministry of Foreign Affairs, and register it with the Sub-Registrar if it concerns immovable property.

Is there an alternative to the consular route?

NADRA's digital power of attorney service may suit some purposes, and executing the document in person during a visit to Pakistan removes the consular step entirely, which is often simpler if you travel there periodically.

Several of us inherited a property and we all live in the UK. Do we each need a power of attorney?

Yes. One heir cannot grant authority over another heir's share, so each co-owner must execute their own power of attorney. Plan for several parallel attestation chains rather than one.

How long is the UK consular attestation valid for?

The attestation itself confirms your signature; what limits the document's life is any expiry date you include in it. Always include one tied to the transaction rather than leaving authority open-ended.
