Many people with Pakistani roots - the children and grandchildren of emigrants, former citizens who took another nationality, and foreign spouses - want to live, invest and work in Pakistan without the friction of repeated visas. The POC is the document built for exactly that. It is issued by the National Database and Registration Authority (NADRA) and sits alongside the CNIC and NICOP in Pakistan's family of identity documents, drawing its authority from the framework of the Pakistan Citizenship Act 1951 and the NADRA Ordinance 2000. This guide explains eligibility, benefits, documents, fees and the practical steps to apply.
What the POC is - and is not
The POC is a residence and facilitation card, not a grant of nationality. It confirms that the holder is of Pakistani origin and extends a defined set of rights that fall well short of full citizenship but far above those of an ordinary foreign visitor. Crucially, a POC holder remains a citizen of their foreign country; Pakistan does not treat them as a national, so they cannot claim a Pakistani passport or diplomatic protection from Pakistani missions abroad. If you were once a Pakistani citizen and want to remain one while holding another passport, dual nationality - not a POC - may be the right route. See our guide to dual nationality in Pakistan to compare the two paths.
Who is eligible
You may apply for a POC if you fall into any of these categories:
- A foreign national whose parent or grandparent is or was a citizen of Pakistan (living or deceased).
- A person who was a Pakistani citizen at any time and later renounced or lost that citizenship on acquiring a foreign one.
- A foreign spouse of a Pakistani citizen or of a person of Pakistani origin.
- A dependent child of a foreign spouse, where eligibility is established under NADRA regulations.
Important restriction: Under current NADRA rules, citizens of India and Israel are not eligible for a POC, and applicants cannot be citizens of a country Pakistan does not recognise. Eligibility can turn on fine detail, so confirm your category before you pay any fee.
Benefits and rights of a POC
The POC unlocks most of the practical rights of living in Pakistan, while stopping short of the political rights reserved for citizens:
| Right or facility | POC holder |
|---|---|
| Visa-free entry to Pakistan | Yes |
| Indefinite stay, no reporting to police / foreigners registration | Yes |
| Buy and register property (some agricultural / sensitive-zone limits) | Yes |
| Open and operate a Pakistani bank account | Yes |
| Work or run a business in Pakistan | Yes |
| Vote in Pakistani elections | No |
| Hold a Pakistani passport / CNIC | No |
| Diplomatic protection from Pakistani missions abroad | No |
These entitlements flow from the terms of the POC itself, not from the ordinary land and revenue statutes that govern transfers between citizens - which is why professional advice matters before a major purchase. If you also want to understand the wider position of Pakistanis living abroad, read overseas Pakistani rights.
POC vs NICOP vs citizenship
The single most common confusion is between the POC and the NICOP. The distinction is simple once you fix on one question: are you still a Pakistani citizen?
| Feature | POC | NICOP |
|---|---|---|
| Who it is for | Foreign national of Pakistani origin / foreign spouse | Overseas Pakistani who is still a citizen |
| Citizenship status | Not a Pakistani citizen | Remains a Pakistani citizen |
| Visa-free entry | Yes | Yes |
| Own property / bank account | Yes (with limits) | Yes |
| Vote in elections | No | Yes |
| Pakistani passport | No | Yes (eligible) |
If you are actually a citizen living abroad, the NICOP is your card - see our NICOP guide for overseas Pakistanis. If you never lost citizenship and simply need proof of it, a citizenship certificate may be more appropriate.
Documents you will need
The exact list depends on your eligibility category, but expect to provide:
| Category | Key documents |
|---|---|
| Former Pakistani citizen | Old Pakistani passport / CNIC / NICOP (if held), current foreign passport, recent photo, renunciation proof where applicable |
| Descendant (parent / grandparent Pakistani) | Parent's or grandparent's CNIC / NICOP / passport, your foreign passport, your birth certificate, family registration where available |
| Foreign spouse | Marriage certificate (attested), spouse's CNIC / NICOP, your passport, passport-size photo |
Documents in a language other than English or Urdu usually need certified translation and attestation. A foreign-spouse sponsorship case in particular benefits from getting the marriage documentation right the first time.
Fees and validity
POC fees are charged in US dollars and vary by mission and processing speed. Treat the figures below as indicative - confirm the live rate on NADRA's Pak Identity portal before paying, because fees change and are non-refundable once submitted.
| Service | Indicative fee (USD) | Typical processing |
|---|---|---|
| Normal | ~150 | Around 31 days |
| Executive (fast-track) | ~200 | Around 7 days |
| Child (under 18) | ~80 | As per service selected |
On validity: origin-based POCs are generally issued for 7 years and spouse-based POCs for 5 years, while senior citizens aged 60+ are commonly issued lifetime cards. Renew before expiry so your visa-free entry is never interrupted.
How to apply
Applications are made online through NADRA's Pak Identity system (id.nadra.gov.pk). Embassies and consulates assist but do not process the card themselves. In outline:
- Create an account on the Pak Identity portal and select the POC application.
- Complete the form, upload your documents and a compliant photograph (plain background).
- Pay the applicable fee and submit; note your tracking / token number.
- Attend any required verification and collect or receive the card by courier.
If an application is refused or stalls on eligibility grounds, you are not without options - our note on immigration appeals in Pakistan explains the review routes, and our lawyers can prepare the paperwork to put your case on the strongest footing.
Frequently asked questions
Does a POC make me a Pakistani citizen?
No. A POC confirms Pakistani origin and grants residence, property and banking rights, but you remain a foreign national - no vote, no CNIC and no Pakistani passport.
Can I convert a POC into citizenship later?
The POC itself is not a path to citizenship. Any citizenship claim is decided separately under the Pakistan Citizenship Act 1951; take legal advice on whether you qualify.
Can my foreign spouse get a POC through me?
Yes. A foreign spouse of a Pakistani citizen or person of Pakistani origin is eligible, subject to a valid, attested marriage certificate and NADRA verification.
Are Indian nationals eligible?
No. Under current NADRA rules citizens of India and Israel cannot obtain a POC.
Can a POC holder buy agricultural land?
Property rights are broad but restricted for certain agricultural and sensitive or cantonment zones. Confirm the land is transferable to a foreign national before you commit.
