The law behind the Punjab rate
Three instruments matter in Punjab:
- Punjab Minimum Wages Act 2019: the provincial statute. It constitutes the Punjab Minimum Wage Board, which reviews wage levels and recommends rates to the provincial government for notification in the gazette.
- Minimum Wages Ordinance 1961: the foundational federal-era law that still supplies the enforcement machinery, including the Section 9-A Authority that hears claims for unpaid or short-paid wages.
- West Pakistan Minimum Wages Rules 1962: Rules 21 to 23 empower Labour Inspectors to enter workplaces, inspect wage registers and receive worker complaints.
The penalty provision is the one employers tend to underestimate. Under Section 9(3) of the Ordinance 1961, paying below the notified minimum can attract a fine, imprisonment of up to six months, or both - and separately, the employer must still pay the arrears owed to the worker. The criminal exposure does not extinguish the debt.
How to recover unpaid wages in Punjab
You have three routes, and they are not mutually exclusive. Start with the cheapest.
- Complain to the Labour Department. Approach the District Labour Officer or a Labour Inspector of the Punjab Labour and Human Resource Department for your district. An inspection of the wage register is often enough to resolve a straightforward underpayment without litigation.

Keep a paper trail from day one. Pay slips, the appointment letter, attendance records, bank credits and dated WhatsApp messages about salary are what win wage claims. The minimum wage is the floor on basic pay, not the whole of your entitlement. Underpayment of the base wage very often travels with other breaches, so check these at the same time:
- Overtime - work beyond the legal daily and weekly limits attracts double the ordinary rate.
- Gratuity - what you are owed for length of service when you leave.
- EOBI - old age pension contributions your employer is required to deposit.
- Leave entitlements - annual, casual and sick leave under the provincial framework.
- Your written contract - what the terms must contain to be lawful.
