What an authorization letter is and when you need one

An authorization letter is a signed statement in which the authoriser (the person granting permission) allows an authorised person (the agent) to carry out a named task in their place. It is deliberately narrow: one purpose, often one occasion. That simplicity is its strength - it is quick to write and easy for a receiving office to accept. Common uses across Pakistan include:

  • Collecting documents - a degree, CNIC, driving licence, cheque book, or courier parcel.
  • Banking formalities - authorising a family member to submit or collect account paperwork.
  • NADRA and government offices - for example, a legal heir authorising one applicant to file a succession certificate on everyone's behalf.
  • Workplace and vendor tasks - letting a colleague sign for a delivery or represent the company at a routine meeting.
  • Utilities and academic records - collecting transcripts, connection documents, or clearance certificates.

Because it operates on consent, an authorization letter draws its recognition from the general agency principles of the Contract Act 1872. It is not, however, a substitute for a formal power of attorney where real legal or financial power is being handed over.

A letter that leaves gaps invites rejection at the counter. Include each of these elements so the receiving party has no reason to hesitate:

Authorization letter vs power of attorney

This is where most people go wrong. The two documents look similar but sit at very different levels of legal weight.

Rule of thumb: if the task involves money, property, or binding legal decisions, use a power of attorney. If it is a routine errand backed by your consent, an authorization letter is enough. Never try to sell or transfer property on a plain letter - the sub-registrar will reject it.

Stamp duty and registration

For a genuine one-off authorization letter, plain paper is normally accepted and no stamp duty arises. The picture changes once you cross into power-of-attorney territory: those must be executed on judicial stamp paper (commonly ranging from a few hundred to a few thousand rupees), attested, and - where immovable property is involved - registered under the Registration Act 1908.

Frequently asked questions

Does an authorization letter need to be on stamp paper?

For a routine one-off task, plain paper with signatures and CNIC details is usually fine. Stamp paper and notarisation apply where an institution insists or where the powers are wide - in which case a power of attorney is the right document.

How is it different from a power of attorney?

An authorization letter grants a narrow, short-term permission informally. A power of attorney is a formal instrument on stamp paper under the Stamp Act 1899, attested and (for property) registered, capable of transferring much wider authority.

How many witnesses do I need?

There is no fixed rule for a simple letter, but two witnesses with CNIC numbers are commonly added. The authorised person should also carry a copy of their own CNIC.

Can I sell property with an authorization letter?

No. Property sale, transfer or mutation requires a registered power of attorney. A plain authorization letter will be rejected by the registrar.

Is the letter legally binding?
